Context
Armenia, Azerbaijan, Georgia, Moldova and Ukraine, the countries of the Eastern Partnership (EaP), are working towards reducing greenhouse gas emissions and becoming climate-neutral by 2050, aligning with the Paris Agreement and their commitments to the European Union. Many of these countries are already developing strategies to reduce emissions and adapt to climate change. However, extreme weather events like floods, heatwaves and droughts are becoming more common, hitting people directly and resulting in economic losses. Local communities often lack the resources and expertise needed to take effective climate action.
Objective
The green transition in the EaP has progressed. Decarbonisation and climate resilience efforts better address the impacts of climate change.
Approach
The project works to improve policies, enhance systems for tracking and reducing emissions and integrate climate goals into national development plans. Moreover, it supports local governments and communities to adapt to climate impacts. To achieve this, the project works in the following areas, each with their specific focuses:
Policy enhancement:
- Improving national climate-related policy frameworks in line with the Paris Agreement and other EU bilateral agreements.
- Promoting monitoring, reporting and verification (MRV) systems for accurate emissions tracking and reporting.
Climate adaptation:
- Implementing demonstration projects promoting nature-based solutions, particularly in urban municipalities.
- Supporting the development and implementation of National Adaptation Plans (NAPs) and disaster risk reduction strategies to address climate vulnerabilities.
Green finance:
- Developing robust regulatory frameworks for green financing.
- Piloting green bonds and assessing investor demand to diversify sustainable funding sources.
Specific support to Ukraine:
- Providing assistance for green post-war reconstruction, focusing on alignment with the EU Green Deal and digital agendas.
Key Partners:
EU4ClimateResilience is implemented as a Multi-Partner Contribution Agreement (MPCA) together with the OECD. OECD focuses on developing credible regulatory frameworks for green financing and supporting the diversification and scaling up of green bond issuance, particularly for climate adaptation.
