Financing: receive funding

With financing arrangements tied to a specific purpose, GIZ supports its local partners and public-benefit organisations in implementing development policy measures on a prime cost basis.

By concluding financing arrangements, we support the ongoing (transformation) processes of our political partners and increase the impact of our projects. To this end, we provide a financial contribution so that the financing recipient can implement its own clearly defined activities.

Possible recipients include local implementation partners as well as German and international public-benefit organisations or institutions. They alone are responsible for implementing their measures financed by us.

Contract types for financing arrangements

We conclude three different types of contracts for financing arrangements, depending on the status of the funded organisations or institutions: 

  • Grant agreements with German recipients
  • Grant agreements with non-German recipients
  • Financing agreements with lead executing agencies in the partner country.

How are financing recipients checked?

When it comes to financing arrangements, we comply with the public-benefit rules set out in the German Fiscal Code and the EU rules on state aid.

Before concluding a financing agreement, we check whether the recipients  are commercially and legally eligible to use the financing properly.

This may also include checking the environmental and social compatibility of the measures to be financed in order to avoid unintended negative impacts.
