Context
A few days after Russia’s war of aggression began in 2022, Ukraine applied to join the European Union (EU). In December 2023, the European Council decided to begin negotiations with Ukraine on its accession to the EU.
To become a member of the EU, Ukraine must reform its legislation to align with EU law. This applies in particular to the chapters ‘Justice and Fundamental Rights’ and ‘Justice, Freedom and Security’.
However, the Ukrainian Government lacks the necessary expertise for these reforms. Ukraine also requires the experience of other accession countries in order to improve the coordination and planning of the negotiations. High-level policy dialogues and approaches with multiple interest groups are only now being developed.
Objective
The Ukrainian Government is increasingly in a position to meet the EU’s criteria for the rule of law.
Approach
First, the project contributes to setting up a platform that pools expertise on the rule of law. The aim is to bring together renowned Ukrainian and international legal experts to develop the capacities of the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine and the ministries responsible for the development of the rule of law. In addition to specific legal advice, the platform organises courses, seminars and workshops.
Second, the project gives the Office an opportunity to exchange experience with EU member states and accession countries. The focus is on the strategic planning and coordination of the accession process. There is also a particular focus on the rule of law and legitimate government structures.
Third, there is an international, high-level political exchange and dialogue with multiple interest groups. This promotes mutual understanding between Ukraine, Germany and the EU. The project also implements specific projects with selected civil society organisations.
