Context
Russia’s ongoing war of aggression has caused extensive damage to Ukraine’s infrastructure, economy and social structures. German development cooperation and the international community are making a concerted effort to support Ukraine in dealing with the consequences of the war. The focus is on shaping the much-needed reconstruction in a spirit of partnership, ensuring that it is sustainable, inclusive and reform-oriented, and on advising Ukraine on the reforms required for accession to the European Union (EU). The EU thus faces the task of continuously adapting its strategic contributions to the support for Ukraine, finding new approaches, and coordinating the German contribution to the reconstruction effort.
Objective
German cooperation with Ukraine has the information, strategies and networks required to contribute to Ukraine’s development through reconstruction and reform.
Approach
The project supports the German Federal Ministry for Economic Cooperation and Development (BMZ) by producing strategies and analyses for key areas of policy and for different reconstruction scenarios in Ukraine. It coordinates and provides technical support to a sounding board of experts in order to give the reconstruction policy a strategic focus.
The project also coordinates the activities of the secretariat of the German Platform for the Reconstruction of Ukraine, an exchange and learning network for the many non-state actors. These include civil society, the business sector, as well as German cities and municipalities, all of which are involved in the reconstruction.
