Context
Morocco has recognised that it needs reforms in several areas in order to ensure good governance. However, the implementation of reforms is not meeting expectations. The necessary institutional and political processes between the Government and society must become more effective and, above all, more inclusive. The current Government is focusing in particular on reforms in the social sector and on creating employment.
Objective
Selected priority reforms with a good governance approach are being implemented more effectively in Morocco.
Approach
The project cooperates with the office of the Moroccan Head of Government and assists in implementing the priority reform projects of the Moroccan Government. In doing so, it ensures that the SCG receives needs-oriented and flexible advice and that the methods are aligned with the priorities of the government programme.
The focus is on topics such as strengthening the welfare state, promoting employment and modernising administration, as well as cross-cutting issues such as participation, gender, and inclusion of poor, disadvantaged and vulnerable population groups.
The project
- improves coordination between reform actors,
- makes communication about political reforms more inclusive and
- makes reliable data more accessible as a basis for decisions.
To do so, the project implements individual measures with various public organisations on the above-mentioned topics. The individual measures are selected jointly via a competition for project ideas and in accordance with communicated criteria.
