How does GIZ do business?
GIZ collaborates with private sector companies, consultancy firms, and suppliers to implement its projects. This includes commissioning expert studies, consultancy services, construction works, and the supply of goods and technical equipment.
As GIZ operates with public funds, all procurement processes must be efficient, transparent, and verifiable.
Procurement Methods
• Request for Quotation (RFQ): Applied for goods or works. This method is evaluated mainly on price and conformity with requirement or compliance with specifications.
• Request for Proposal (RFP): Used for services, where detailed tasks and requirement described in the Term of Reference. Evaluated primarily on technical quality, with cost considered as a supporting factor.
• Direct Award: Permitted only in exceptional cases, such as when a single supplier is available or uniquely qualified.
Contractual Conditions
Suppliers and contractors are required to accept GIZ’s General Terms and Conditions, which vary depending on whether the contract involves goods, consultancy, or other services.
