Context

Transparency is one of the principles for effective development cooperation that Germany pledged to uphold at the Paris 2005, Accra 2008 and Busan 2011 International High Level Forum on Aid Effectiveness. For example, the Common Open Standard for Aid Transparency stipulates the timely and comprehensive electronic publication of data on development cooperation funds. The German Federal Ministry for Economic Cooperation and Development (BMZ) publishes development cooperation data, in particular under the International Aid Transparency Initiative (IATI) and as part of the annual Official Development Assistance (ODA) reporting.

Objective

BMZ provides more transparent project data and has a better data basis at its disposal.

Approach

The project operates primarily in three areas:

  • It supports BMZ in the publication of project data for international reporting systems. This especially includes the annual ODA reporting as required by the Organisation for Economic Co-operation and Development (OECD) and the publication of management data for development cooperation projects and humanitarian aid according to the IATI data standard.
  • Furthermore, the project supports the internal and external communication of data on BMZ projects. This includes, for example, the BMZ transparency portal that makes the ministry’s project data accessible to the public.
  • Advising BMZ on data management and the quality of BMZ data is also part of the project.
