Context

Morocco's decentralisation policy aims to promote citizen participation in order to define development priorities and eliminate inequalities between the regions. A centrally important factor is that the regions and municipalities mobilise public funds and manage budgets well. In this way, Morocco can improve its public services while the decentralisation process advances.

Objective

The conditions and instruments for better generating own-source revenues and managing budgets efficiently and transparently in the regions and municipalities have been developed.

Approach

The project supports the reform of public finance in the regions and municipalities in three intervention areas:

  1. Expanding own-source revenues
    New approaches and tools such as artificial intelligence are improving the own-source revenues of municipalities and thus improve public services. The project also analyses tax potential in order to draw up action plans for municipal revenues and provide advisory services.
     
  2. Optimising transparent budget planning and planning processes
    The project contributes to better budget planning, for example by factoring in future operating costs for public investments. It also takes into account the needs of women and the operation of local infrastructure such as sports grounds and park lighting.
     
  3. Managing budgets better
    The project provides support to modernise accounting systems. Municipalities and regions are switching to an accounting system that is inspired by the private sector and allows greater budget transparency. In addition, the project is developing key performance indicators to promote results-driven management.
