Sustainable infrastructure: water, energy, transport
Context
The long-standing cooperation project between the Economic Commission for Latin America and the Caribbean (Comisión Económica para América Latina y el Caribe, CEPAL) and the German Federal Ministry for Economic Cooperation and Development (BMZ) supports the goals of the United Nations 2030 Agenda in Latin America and the Caribbean. The project is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Latin America and the Caribbean are facing economic, social and environmental challenges that have been exacerbated by the COVID-19 pandemic. The countries in the region are unable to address them adequately due to insufficient institutional capacities. The CEPAL concept of a Big Push for Sustainability (BPS) is intended to illustrate how changing production, consumption and demand patterns lead to social, economic and ecological change in urban areas – including in mobility.
Objective
CEPAL and selected member states have better technical and institutional prerequisites for promoting sustainable mobility in cities.
Approach
The project is part of the cooperation programme and acts on the BPS concept. In the process, it is working with pilot cities such as Bogotá, Buenos Aires, Mexico City and Sao Paulo in order to develop skills. With dialogue between stakeholders in the region, including city administrations and national ministries as well as the civil society, it helps spread specialist knowledge on the following topics:
- electromobility and economic development
- financing the energy transition and local public transport
- promoting digitalisation and social integration
- improving the circular economy in cities
- integrating gender equality and human rights into decisions and processes
