Context
Peru is one of the countries most impacted by climate change. It has made ambitious commitments under the Paris Agreement. Its nationally determined contributions (NDCs) aim to reduce greenhouse gas emissions by 30% by 2030 – and by up to 40% with international support. The government also wants to implement adaptation measures at national level to cope with the impacts of climate change.
The 2018 Peruvian Framework Law on Climate Change provides the policy framework for this and defines responsibilities for the implementation of the NDCs. One task of the Ministry of Environment is to provide technical support to regional governments and ministries in implementing climate adaptation and mitigation measures. This requires all institutions involved to work well together, which represents a major challenge. The private sector and civil society also need to be more involved in climate mitigation and adaptation measures.
Objective
The Ministry of Environment coordinates efficiently the implementation of mitigation and adaptation measures to achieve the NDCs. It closely coordinates planning and implementation with relevant public and private stakeholders.
Approach
The project supports the Ministry of Environment in developing a national adaptation plan and a low-carbon development strategy. It also strengthens the ministry in its coordinating role in order to achieve a more effectively support to other ministries and regional governments in implementing mitigation and adaptation measures.
The agriculture, energy and environment ministries and the regional governments of Cusco and Ucayali are working together to develop and upgrade instruments, standards and strategic plans. The outcomes of the measures serve as positive examples for other actors and regions.
The project is also advising the Ministry of environment on mainstreaming a coordination mechanism to ensure the implementation of the NDCs, where representatives from ministries, regional governments, the private sector and civil society participate. The project is also supporting the development of a system to monitor how the mitigation and adaptation measures are financed and implemented. The system must comply with international standards and ensure precise reporting in accordance with international agreements.
