“Greenhouse Gas Inventory in Transport” Training Workshop
Hanoi, 23rd - 25th August 2022, Mr. Tran Anh Duong, Director General of the Department of Environment (MOT) and Ms. Dang Tuyet Ly, team leader of the NDC Transport Initiative for Asia (NDC-TIA) project, Viet Nam component, GIZ, co-chaired the three-day training workshop on “Greenhouse gas Inventory in Transport”. The training workshop was co-organised by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC), and the Viet Nam Ministry of Transport. The objective of the workshop was to improve the capacity for the Greenhouse Gas (GHG) inventory in the Transport sector in Viet Nam.
Participants of the workshop included 14 key government officials from MOT (including the Department of Environment, the Directorate for Roads of Viet Nam, Viet Nam Register, Civil Aviation Authority of Viet Nam, Viet Nam Inland Waterways Administration, Viet Nam Maritime Administration, Viet Nam Railway Authority), and 20 officials from Departments of Transport (DOT) from cities and provinces in the North, Central, and South, as well as representatives from 2 institutes of MOT.
During the first two days, participants were provided with knowledge on the GHG inventory process, approaches, and calculation methodologies for GHG emissions in transport. At the same time, participants also had the opportunity to practice estimating GHG emissions from the transport sector, understand data requirements, and quality control as well as the uncertainty assessment, based on the methodological approaches of the 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines. On the third day, the participants were instructed to practice conducting GHG inventory using the TrIGGER (Transport Inventory and Greenhouse Gas Emission Reporting) tool.
Speaking at the workshop, Mr. Tran Anh Duong highly appreciated the support from the NDC-TIA project and emphasized: “The training program on GHG inventory in transport is extremely necessary for officials of departments/units of MOT, officials of the 2 institutes and provincial/city DOTs to gain basic knowledge on how to conduct GHG inventory from grassroots to the central level so that the report on the transport sector inventory can be prepared and submitted to the Ministry of Natural Resources and Environment. This will be used to develop the Biennial Updated Report of Viet Nam in accordance with the regulations of the United Nations Framework Convention on Climate Change (UNFCCC)."
On the 18th January 2022, the Prime Minister issued Decision No. 01/2022/QD-TT which provides a list of GHG emission sectors and facilities that must carry out GHG inventory. This is a legal document that stipulates specific entities that must carry out GHG inventory and GHG emission reductions according to the Law on Environmental Protection 2020 and Decree No. 06/2022/ND-CP dated 7th January 2022 of the Government on GHG mitigation and ozone layer protection. Ms Dang Tuyet Ly highlighted: “This crucial series of training on transport GHG inventory is an excellent opportunity to equip government leaders and officials with in-depth and useful knowledge, as well as to share experiences with and learn from other participants to meet the work requirements related to GHG inventory in particular and climate change work in general”.
The UNFCCC Secretariat specifically assigned Mr. Stanford Mwakasonda, a GHG inventory expert, as the lead trainer for this training workshop. Through this workshop, the trainees were able to get an overview of the need, processes and methods of implementing the GHG inventory in transport. The workshop has received a lot of positive feedback from the trainees and they wish to have opportunities to participate in more intensive training courses from UNFCCC in the future.
