Energy Advisor

GIZ North Macedonia is looking for an Advisor to support the work of two energy projects managed in the GIZ Regional Cluster “Energy and Climate” Western Balkans (WB) - ‘Partnership for Energy Efficiency in Buildings’ (PEEB) and the regional project "Decarbonization of the Electricity Sector in the Western Balkans II".

Duration: Employment is planned to start in February 2026. We offer a contract of limited duration until 30 June 2028 under local/national regulations with possibility for extension.

The Duty Station is in Skopje 

The key responsibilities of the incumbent are:

For PEEB: work closely with the other advisors (based in Skopje and Bonn) to:

  • Implement activities according to the workplan (e.g. support the development of policies and investment frameworks, organise trainings and events) 
  • Coordinate programme implementation closely with local government partners: National Designated Authority to the Green Climate Fund, Ministry of Energy, Mining and Mineral Resources, Programme management, AFD country agency, GIZ Energy and Climate Cluster WB, and relevant public sector stakeholders.

For the regional Electricity Sector project:

  • Maintain good working relations with project beneficiaries in North Macedonia: TSO MEPSO, DSO EVN, Ministry of Energy, Mining and Mineral Resources, Energy Regulator ERC
  • Follow developments in North Macedonia in RES integration topics such as flexibility products and markets, storage systems, grid planning and operations, ICT (SCADA) systems developments, energy markets, RES incentive schemes
  • Engage in on-the-ground technological consultancy to main project stakeholders, incl. assessments of RES system integration for beneficiaries, incl. feasibility studies of technological change, cost-efficiency of introducing new market products

Common tasks:

  • Write terms of references (ToRs), hire short-term experts, manage service contracts and financing agreements with third parties and service providers, including implementation and follow-up with narrative and financial reporting
  • Contribute to the overall projects’ monitoring, knowledge management, budgetary steering and other documentation for internal and external stakeholders
  • Provide knowledge management support by drafting reports, writing articles, and supporting the upscaling and replication of lessons learned.

Qualifications

  • Bachelor/Masters (B/MSc; B/MA) in energy/mechanical/electrical engineering, energy economics or equivalent.

Professional and other experience

At least 4 (four) years professional experience in the energy sector including experience in building energy efficiency and/or renewable energy, power sector (e.g utilities, system operators, RES developers)

Previous experience in preparing and implementing events and capacity development measures (conference, delegation trips, trainings, dialogues, etc.).

  • Experience in climate/energy finance is an asset
  • Previous experience working with/for government institutions is an asset

Required competences

  • Very good command of English: Level C1 or more; knowledge of German language would be an asset
  • Excellent knowledge of the energy context, market and stakeholders in North Macedonia
  • Good knowledge of the global discourse about energy and climate policies (e.g. Paris agreement, NDCs, Energy Communities)
  • Excellent interpersonal and relationship building skills and ability to liaise and communicate effectively with government counterparts.
  • Working knowledge of ICT technologies (internet, e-mail) and computer applications (e.g. MS Office applications).
  • Strong communication skills in multicultural context.

Additional competences

Willingness to upskill as required by the tasks to be performed.

Ability to work in a multicultural environment.

Willingness to travel (WB region, EU, Germany or other) when required.
