Enhancing Local Procurement: A Path to Sustainable Development in Ghana’s Mining Sector

Accra, 9th May 2025: An initiative by the German Development Cooperation to boost local procurement in the mining sector has created over 800 jobs, marking a major step forward in Ghana’s journey toward sustainable development and inclusive economic growth. Trained contractors and suppliers have employed additional personnel to help them execute contracts in the fields of civil engineering, electrical works, fire protection, cleaning, earthworks, catering and general construction as service provision to the mining companies.

Ghana's mining sector is a key driver of economic growth, contributing significantly to national revenue and employment. However, despite the vast potential, local value addition has been limited, with many mining companies relying on foreign products and services, hindering job creation and local economic development.

Launched in 2022, the “Enhancing Local Procurement in Mining” project focused on achieving a sustainable increase in local procurement across the mining sector and contribute to local employment and income generation. The project aimed to foster growth of local businesses, enhance the capacity of local suppliers, and to create a sustainable supply chain within Ghana’s mining sector through increased participation of Ghanaian suppliers.

Partnered by Golden Star Resources/Chifeng Jilong and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with support from the Mining Shared Value programme of Engineers Without Borders Canada, the project in the last three years has trained over 900 people in Tender Management, Local Content Regulations and Financial Management, Business Sustainability and Personnel Management, Health and Safety, and Access to Finance Support for potential manufacturers. The project is funded through develoPPP for Jobs on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

Mr George Amankwa from Golden Star Resources at the closing event of the project stated with excitement, “This project is a prime example of how mining can serve as a catalyst for broader sustainable development. Our social license will also receive a significant boost.”

Helene Widmer, on behalf of the GIZ develoPPP team, was happy about the outcome of this develoPPP project. She noted, “By equipping local businesses with the knowledge, skills, and tools needed to meet industry standards, the project has contributed to strengthen local capacity and long-term economic resilience.”

The project is aligned with Ghana’s broader vision for industrialization and job creation. The Deputy CEO in charge of Local Content at the Mineral’s Commission, Victoria Awuni, at the event also disclosed, “Through local procurement, mining companies can contribute to value retention within the country, promote inclusive growth, and reduce dependency on imports”.
