Advisor on Municipal Engagement (EEF)
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the projectReBuild Green Ukraine with the Energy Efficiency Fund within the Energy and Climate Cluster to fill the position of the Advisor on Municipal Engagement (Support to EEF), (full-time, Kyiv), (internal SAP code: Advisor)
The Advisor is a member of a team of advisors implementing the project “ReBuild Green Ukraine with the Energy Efficiency Fund”. The project is jointly funded by the German Federal Government through the International Climate Initiative (IKI) as well as the European Union (EU) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Ministry for Development of Communities and Territories (Ministry of Development) of Ukraine. The project aims to contribute to achieving a green reconstruction, energy security, and decarbonisation in Ukraine by strengthening the national Energy Efficiency Fund (EEF). The EEF is the key instrument in Ukraine for supporting the modernisation and restoration of residential buildings. The project is working to (1) strengthen the human and organisational capacities of the EEF; (2) enhance the visibility and public understanding of energy efficiency and green reconstruction; (3) create an effective support system for developing a project pipeline for EEF programs; and (4) support further strategic development of EEF programs.
The advertised position will support the team of Output 3 “Project Pipeline and Implementation Support” in engaging municipalities to actively contribute to the development of a sustainable pipeline of high-quality applications to EEF programmes.
- The Advisor is responsible for implementation of the work package 3.4 “Municipal Engagement” under Output 3 “Project Pipeline and Implementation Support”.
- Establishing and maintaining an overview of current practice of Ukrainian municipalities with regard to their (practical and financial) support for OSBBs for participating in EEF programmes, as well as the identification of best practices.
- Increasing municipal awareness and ownership of energy-efficient residential building renovation and EEF opportunities.
- Developing and implementing capacity-development measures for municipalities to promote, facilitate and support OSBB participation in EEF programmes, incl. through the provision of complementary municipal financing mechanisms.
- Support effective cooperation between municipalities, the Energy Efficiency Fund, OSBBs and other relevant stakeholders.
- Planning and implementation of municipal outreach, capacity development and knowledge-sharing activities.
- Monitoring, documenting and disseminating good practices and lessons learned from municipal engagement activities.
- Supporting the project team in achieving Output 3 objectives through effective municipal cooperation and stakeholder coordination.
Tasks:
- Implementation Tasks:
- Develops and implements the municipal engagement strategy under Output 3.
- Identifies, establishes and maintains partnerships with municipalities, regional authorities and municipal associations.
- Develops cooperation mechanisms between municipalities, the EEF, OSBBs and other project stakeholders.
- Supports municipalities in promoting EEF programmes and mobilising potential applicants.
- Facilitates regular communication and coordination with municipal partners.
- Assists municipalities in establishing local support mechanisms for OSBB project preparation and financing.
- Identifies implementation barriers affecting municipal participation and recommends practical solutions.
- Coordinates with Regional Advisors, project managers and technical experts supporting project preparation.
- Assesses municipal capacity development needs.
- Plans and organises trainings, workshops, consultations and peer-learning activities.
- Develops awareness-raising activities promoting EEF programmes among municipalities.
- Facilitates exchange of good practices and lessons learned between municipalities.
- Supports preparation of guidance materials and communication products for municipal stakeholders.
- Collects and analyses data related to municipal participation and pipeline development.
- Documents and disseminates lessons learned and successful municipal practices.
- General Obligations:
- Is familiar with GIZ planning, implementation and reporting procedures and their changes.
- Is familiar with other project components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff.
- Represents the interest of the GIZ-assisted measure and always acts on its behalf.
- Carries out important tasks for the project, even if these are not explicitly cited in the job description.
- Other Duties / Additional Tasks:
- Performs other professional tasks relevant to the successful implementation of the work package, as assigned by the Project Director.
- Organises workshops, expert consultations, stakeholder dialogues and other knowledge-sharing events.
- Monitors implementation progress, evaluate training outcomes and recommend improvements.
- Prepares technical reports, policy briefs, concept notes and recommendations for project management and project partners.
- Supports drafting of various reports at the request of the project team for different Projects of the Ukraine Energy and Climate Portfolio i.e. the EU Delegation or IKI Interface project.
Required qualifications, competences and experience:
- Master’s degree in Public Administration, Urban Development, Political Science, Economics, Management, Environmental Studies, Energy, Engineering, International Relations, Social Sciences or another relevant discipline.
- At least 5 years of progressively responsible professional experience working in or with municipalities, local self-government institutions or regional development.
- Proven experience in the implementation of donor-funded technical assistance projects.
- Demonstrated experience in stakeholder engagement, institutional cooperation and partnership development.
- Experience in project pipeline development, municipal capacity building or public investment support.
- Experience in energy efficiency, residential renovation, housing, urban development or green reconstruction is considered an advantage.
- High proficiency in written and spoken English and Ukrainian.
- Strong analytical, drafting and reporting skills good working knowledge of ITC technologies and computer applications (e.g. MS Office).
- Keen interest in the work of the international technical assistance organizations in Ukraine.
- Good understanding of technical assistance specifics in a local context in Ukraine.
- Strong facilitation and stakeholder engagement skills.
- Basic managing competencies and multitasking skills in agile team settings.
- Consistently approaches work pro-actively with energy, creative, positive and constructive attitude.
- Ability to prioritise tasks independently with possible time constraints and workload.
- Capacity to collect, process and analyse complex data and information and share these.
- Willingness to perform within agile team environment.
- Strong self-organisation skills and goal orientation combined with a high level of frustration tolerance.
- Willingness to upskill as required by the tasks to be performed.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
