Context

Triangular cooperation projects are jointly planned, financed and implemented by

  1.  a beneficiary partner according to the list of countries from the Development Assistance Committee (DAC) that has requested support in dealing with a specific challenge,
  2.  a main partner, which has already confronted the challenge in a similar context and shares knowledge, expertise and resources,
  3.  a supporting partner (facilitator), which provides financial or technical support to the partnership.

The roles are not strictly assigned to certain countries. More than three partners can be involved, and supraregional triangular cooperation arrangements between partners in Asia, Africa, the Middle East or Latin America are also conducted.

Triangular cooperation enables flexible, innovative and context-sensitive solutions for specific development challenges and strengthens partnerships in line with the 2030 Agenda. This also includes multi-stakeholder partnerships with the private sector, civil society and academia. By taking advantage of complementary strengths and mutual learning effects, they also offer added value compared with bilateral projects conducted between two countries.

Triangular cooperation for national and global development in Latin America and the Caribbean is strengthened.

Approach

The Regional Fund is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and has supported triangular cooperation arrangements since 2011. It works according to requests from beneficiary partners submitted via rounds of tenders held twice annually. There are no thematic restrictions or required priority areas.

The project’s key activities are implementation of triangular cooperation projects with partners, strategic capacity development and supporting political dialogue.

The cooperation partners are the cooperation agencies of the partner countries, specific governmental institutions, the private sector, civil society, academia and international organisations.
