Context

Cities are playing an increasingly important role in climate change mitigation. They account for a significant portion of energy and resource consumption and energy-related carbon emissions. At the same time, urban populations continue to grow, especially in Africa and Asia. Cities, along with other subnational governments, therefore have a big part to play in achieving nationally determined contributions (NDCs) and reducing greenhouse gas emissions.

However, cities are reliant on support from regional and national governments to make urban and spatial planning more climate-friendly and tackle emissions. International funding for local infrastructure projects is typically reserved for national authorities. Efficient coordination between national, regional and local governments is necessary.

Objective

The conditions needed to support climate-friendly infrastructure development, buildings, construction and investment have been improved by establishing strong partnerships and promoting science and research. Cities and municipalities are making ambitious contributions to NDCs.

Approach

The project advises the German Federal Ministry for Economic Affairs and Climate Action (BMWK) on promoting climate change mitigation in cities and regions in the Global South. This involves collaborating with existing initiatives such as the Cities Climate Finance Leadership Alliance (CCFLA), the global NDC Partnership and the Global Alliance for Buildings and Construction (Global ABC), as well as with projects that are being implemented under the International Climate Initiative (IKI), the German Government’s funding programme.

In addition, the project puts topics on the international political agenda to support urban and municipal climate change mitigation measures. It also develops partnerships. The aim of cooperation in this area is to make a contribution to local NDCs, infrastructure development, subnational climate financing and climate-friendly buildings and materials.
