Context
İstanbul is the most populous city in Europe with a population of nearly 16 million, comprising 19% of the total population of Türkiye. Due to trade, education, health and job opportunities, the high amount of immigration and increasing opportunities on the number of tourists, causes a continuous increase in the resident and temporary population in the city. Total number of daily trips in İstanbul is 30.3 million, of which 41% are made by foot, 16% by private vehicles, 15% by company/school buses and 28% by public transport during peak hours. 74% of all public transport trips are made by rubber-tyred modes (bus, Metrobus/BRT, mini-bus), 24% by rail and 2% by sea lines. Due to this rapid urbanisa-tion, growing population, rising mobility demand and motorisa-tion, the city is facing traffic congestion and mobility problems.
Objective
İstanbul SUMP – Stage II is intended to define policies and actions to respond those existing traditional and structural challenges by mobilizing the right approaches in a timely manner.
Approach
The consortium for the project, "İstanbul SUMP Stage II - Imple-mentation" is composed of a multidisciplinary and complemen-tary international team from the following organisa-tions/companies: Deutsche Gesellschaft für Internationale Zusammenarbeit GIZ GmbH (DE) acting as Consortium Leader in partnership with Rupprecht Consult Forschung & Beratung GmbH (DE) and Yüksel Proje A.Ş. (TR). Furthermore, highly strong and prestigious group of organizations are included for capacity sup-port such as: Gehl Architects (DK), PTV Transport Consult (DE), Parabol Yazılım Elektronik Danışmanlık Eğitim San. ve Tic. Ltd. Şti. (TR), Ertico ITS Europe (BE), BNN Danışmanlık ve Mühendislik Ltd. (TR), Rebel Group Inc. (NL) and POLIS Network (Promotion of Operational Links with Integrated Services) (BE).
Key strenghts of our conosrtium focus on: (1) In-depth SUMP knowledge from planning to implementation, including transver-sal activities such as training, capacity building and, communica-tion and visibility. (2) Concerted Participatory Processes this is essential for the SUMP to assure that public opinion is included, both for ownership, sustainability and co-responsibility of the actions contained in the plan that we will formulate. (3) Robust Consortium that we have in depth position and background working in local, national and international administrative struc-tures, providing us with the best possible understanding of go-vernance needs and limits, structures and corporate culture (4) Local Experience with and understanding of the Turkish public administration, regulations, rules and society and the technical sectors in which the current intervention will take place; (5) Smart Mobility Solutions to guarantee that current mobility and ‘smart cities’ trends such as electromobility, traffic management,
co-operative mobility, and newer topics for instance AI, IoT, Blockchain, 5G, Digital infrastructure, MaaS, DaaS and TaaS are
integrated into our modelling, vision and measures. (6) EU Benchmarking Geographical Coverage to have enough examples to facilitate interaction with the relevant EU local authorities, also for the identification of case studies and best practices that would be suitable as example for measures for the SUMP and for supporting the study visits of the IMM team. (7) Implementation of Pilot Projects: to have high know-how that has exact match with pilot projects’ content, available infrastructural and geo-graphical data, and extensive experience in working with IMM.
