Context
The coal phase-out in developing and emerging countries poses significant economic and social challenges, threating jobs, local livelihoods, and regional economies. As these regions shift away from coal, many communities face difficulties in adapting to new economic realities, which can exacerbate social inequalities and leave vulnerable groups, especially women, further behind.
A just energy transition is essential to ensure that workers, communities, and employers can cope with these changes. However, existing social inequalities, along with structural and cultural barriers, hinder the ability of affected groups to participate in new economic opportunities. Addressing these barriers is crucial to creating decent jobs, reducing social disparities, and fostering inclusive economic growth.
Objective
Relevant stakeholders in coal-dependent regions of developing and emerging economies have collaboratively planned and implemented pathways for a just energy transition. These efforts align with the Paris Agreement and the International Labour Organization (ILO) Just Transition Guidelines, aiming to move away from coal towards low-carbon energy systems.
Approach
The project promotes a just transition away from coal while supporting inclusive and long-term economic development. It focuses on creating decent work opportunities and ensuring social protections in selected coal regions across Asia, Africa, and Latin America. The project includes the following main components:
- Interregional platform: This platform supports the exchange between coal regions in the global south through a global network, policy dialogue, and a shared knowledge hub.
- In-depth country interventions: The project supports Just Energy Transition planning in coal regions in Indonesia, specifically in East Kalimantan and South Sumatra, as well as energy communities in Colombia.
The project is implemented in collaboration with various partners such as the Climate Action Network International (CAN I), the International Institute for Sustainable Development (IISD), ILO, and the Wuppertal Institute for Climate, Environment and Energy, along with the Solidarity Center and Union Aid Abroad (APHEDA).
