Context:
Russia is attempting to influence elections in Moldova through disinformation, vote-buying and other forms of interference. However, in autumn 2024, the population voted to enshrine accession to the European Union (EU) in the constitution. Moreover, the pro-European party of President Maia Sandu again secured an absolute majority in the 2025 parliamentary elections.
The Moldovan Government is thus continuing efforts to converge with the EU and to improve living conditions in the country. However, media disinformation campaigns, particularly from Russia, are still seeking to divide Moldovan society. They are threatening stability in the country and its goal of EU membership. Furthermore, hate speech directed at women politicians and violence against women are widespread in digital media. The Moldovan Government has therefore established the Center for Strategic Communication and Countering Disinformation.
Objective
Moldovan society is more resistant to disinformation.
Approach
The project supports the centre in analysing disinformation tactics, topics and false political narratives, and in developing countermeasures.
In addition, it advises the centre on developing processes to coordinate crisis communication. It also trains the staff of government institutions to allow them to more rapidly identify and analyse false information, and respond to it with effective communication. The project also supports test campaigns that assist the Moldovan Government in achieving target group-oriented, context-specific and gender-sensitive communication.
The project takes a whole-of-society approach to reducing disinformation. It therefore also works with civil society organisations and the media to tackle misrepresentations effectively.
