Context:
The functioning of Germany’s political system and how the German state tackles governance challenges are of great interest to many countries. For example, how can governments collect sufficient revenue to finance public expenditures? How can government entities communicate their actions in a transparent, rules-based manner?
To learn from experience, partner countries of German development cooperation seek to engage with former German decision-makers from politics, public administration, academia, and civil society.
Objective:
Decision-makers in partner countries draw on advice from former German decision-makers to better implement national reforms.
Approach:
The project maintains a network of experts from German politics, academia, and public administration. The members of the network support decision-makers in partner countries in implementing important reforms for good governance. Members include former federal ministers, state ministers, state secretaries, judges, senior administrative officials, and leading academics.
The network supports partner governments through a series of measures, all of which are closely coordinated with the countries. These measures include:
• Policy advice: German experts advise decision-makers to spur reforms for good governance.
• Expert dialogue: the project organises moderated expert discussions, webinars, and study tours.
• Knowledge generation: the project generates studies and short papers on German reform experience.
Key topics include good governance, especially public finance, the rule of law, democracy, decentralisation, e-government and gender equality.
