Study and expert funds (SEF) are used to review and prepare technical cooperation measures, as well as to finance other studies and expert appraisals and project preparation costs, both for new projects (without precursor projects) and for follow-on projects. Other smaller-scale technical cooperation measures can also be largely implemented through Study and Expert Funds. Study and Expert Funds are used to finance studies, expert appraisals, and specialists, including the necessary assistance resources, unless these tasks are carried out as separate projects due to their scope and independence.
