Context

The private sector is crucial for a country’s economic and social development. However, there are hurdles that make it difficult to establish and grow businesses. In addition, there is often a lack of incentives to switch to socially just and environmentally sound business models. Women in particular encounter resistance as entrepreneurs, employees and leaders.

Objective

The business and investment climate in African, Caribbean and Pacific (ACP) countries have improved, especially with regard to women's economic participation.

Approach

The project implements the German contribution to the Investment Climate Reform (ICR) Facility. The German Federal Ministry for Economic Cooperation and Development (BMZ) finances the ICR Facility together with the European Union (EU), the OACPS and the British Council. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the British Council, Expertise France and the Dutch development organisation SNV implement it.

The ICR Facility supports policy reforms, public-private dialogues and the development of financial systems. In doing so, it aims to improve the business and investment climate and women’s economic empowerment in African, Caribbean and Pacific (ACP) countries. It provides technical expertise to public and private organisations from ACP countries such as government bodies, public agencies, development banks and associations. On request, the ICR Facility provides up to 90 days of consultancy. Since May 2022, it has focused on working on initiatives and reforms that advance women’s economic situation.
