Employers in developing countries and emerging economies who are unable to find suitable candidates for key positions can ask GIZ to find them an international expert. Based on these requests, GIZ will identify suitable, highly-specialised individuals on the employment markets in Germany, the European Union and EFTA countries and place them with the requesting employers. These individuals are known as integrated experts.

Integrated experts drive change
International labour mobility promotes knowledge sharing
The experts work for government ministries, organisations and development-related enterprises in Asia, Africa, South and Central America and South-East Europe, providing expertise not available on the local employment market. GIZ's recruitment role
GIZ matches employers from developing countries and emerging economies with experts from the EU. If an employer in a partner country is unable to find a suitable candidate to fill a vacancy locally, then GIZ will search employment markets in EU and EFTA countries for suitable applicants and create a shortlist. The employer then decides which candidate it wishes to hire. Once they have been placed with an employer, integrated experts receive a local employment contract and are paid a customary local salary that is topped up by GIZ. Those who employ the integrated experts share common objectives with GIZ.
