Context
The region of the Intergovernmental Authority on Development (IGAD) in eastern Africa is increasingly facing the impacts of climate change. This is resulting in large numbers of internally displaced people and refugees. Complex migration flows caused by regional crises and conflicts pose additional challenges for the countries in question.
Despite ongoing efforts to tackle these issues, there is a lack of regional, national and local capabilities to do so adequately. The region needs greater expertise for analyses and projections, as well as coordinated policy decisions and mobility adaptation strategies.
Objective
The IGAD member states have greater practical capabilities, can use data to identify migration trends and are encouraging local problem-solving (establishment of forums, use of early warning systems), enabling them to deal with climate-induced mobility.
Approach
The project operates in the following areas:
- Expanding practical capabilities:
It develops national action plans and implementation guidelines together with the relevant authorities in the member states. It increases government representatives’ expertise and draws up standardised procedures for cross-border mobility.
- Developing sound models to identify trends:
The project produces models so that the risks of climate-induced displacement can be estimated. It integrates them into regional early warning systems. At the same time, it advises national statistical offices about data collection.
- Encouraging local problem-solving:
In addition, the project implements local forums in border areas to foster dialogue. It provides advice on using early warning systems at local level. At the same time, it trains civil society stakeholders and officials to implement emergency plans. The project supports the development of regional approaches to producing climate projections, estimating impacts and managing human mobility.
