Context

The energy transition process in Algeria is still in its infancy. The local authorities lack the necessary technical expertise, organisational structures and financial incentives to design and implement effective and practical energy action plans and assess their results.

Objective

Energy management in the Algerian pilot municipalities has improved in the long term in terms of climate protection and cost-effectiveness. There is more emphasis on using renewable energies and energy efficiency technologies.

Approach

The project supports Algerian municipalities in contributing to the energy transition with individual concepts while becoming exemplary models. It works with partners including the Algerian Ministry of the Interior, Local Authorities and Territory Planning (MICLAT).

The project has four fields of action:

It supports the six pilot municipalities Bechar, Djelfa, Relizane, Souk-Ahras, Guenzet and Fenoughil in drawing up and implementing their energy action plans. It also contributes to elaborating concepts in other municipalities.

The project promotes technical exchange between municipalities and is developing two regional networks. It is also implementing a software to measure and monitor renewable energy and energy efficiency measures in the municipalities.

The project supports the development of the local market for renewable energy and energy efficiency. As part of this, it organises training courses on renewable energy and energy efficiency to improve the skills of local project stakeholders. It also develops new business models for public companies in order to improve their integration into the local market.

Furthermore, the project improves the conditions for municipal projects: It works with national institutions to develop a regulatory text that governs grid integration of small PV installations into the public grid. At the same time, it provides the municipalities with three calculation tools as guidance for implementing street lighting and photovoltaic systems, for example.
