Context
The roadwork necessary for road rehabilitation in Costa Rica (repairs, asphalting, bridge maintenance, soil drainage) constitutes a difficult task, one that requires well-trained teams and the right tools and machinery. The most important challenges are to apply tried and tested engineering methods through institutions with weak management capacities and to address issues in existing structures when they prove inappropriate.
Objective
The country's municipalities have gained the capacity to invest the funds available to them in municipal transport infrastructure in an effective manner and with stakeholder participation.
Approach
The Programme for Rehabilitation of the Cantonal Road System (PRVC I - Programa Red Vial Cantonal I) is one part of the cooperation agreement for the financing of investment projects, signed in 2008 between the Government of Costa Rica and the Inter-American Development Bank. PRVC I is being implemented by Costa Rica's Ministry of Public Works and Transportation (MOPT). GIZ International Services provides support for organisational development, capacity building, and programme management. Together with the ministry and with cantonal administrations, the programme focuses on: long-term planning of transport infrastructure, prioritisation, concept and design, participation, socio-ecological viability, technical/economic feasibility, transparent awarding of contracts, effective management, repair and maintenance of transport infrastructure, and monitoring and evaluation. Advisory services are provided as needed.
Results achieved so far
Twenty roads in rural areas are being either newly constructed or repaired. The municipalities have drafted a plan for the maintenance of the cantonal road network and are in the process of implementing it.
