Vocational Training and Labour Market Advisor
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professional for the program “Support to vocational education and training in Ukraine / Skills4Recovery” in its office in Kyiv to fill the position of the: Vocational Training and Labour Market Advisor (full-time, Kyiv)
The project «Skills4Recovery» is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The political partners are the Ministry of Education and Science of Ukraine and the Ministry of Economy of Ukraine.
The objective of the project «Skills4Recovery» is to increase the availability of a qualified workforce for the Ukrainian recovery process. The provision of qualified labor in sufficient numbers is based on creating adequate educational opportunities for all people of working age – this includes initial education for young people and further education for adults.
Responsibilities:
The Vocational Training and Labour Market Advisor (further Advisor) is responsible for:
- Developing and coordinating project activities in the areas of strengthening training providers, implementation of retraining courses, supporting the transition from education and training to the labor market and improving the political and legal framework of vocational education and training.
- Liaising with project partners, and stakeholders to plan, implement and monitor project activities
- Processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards.
- Maintaining a good flow of communication and information between all involved institutions and counterparts and GIZ.
Tasks
The Advisor performs the following tasks:
1. Coordination and Administration
- Contacts with project partners, and stakeholders to implement and monitor project activities.
- Prepares and updates a project activities spending’s budget.
- Elaborates and checks technical documents for project activities (e.g. tenders, service/procurement contracts, open calls, proposals, offers).
- Prepares, implements, and documents project activities such as training events, workshops, forums, expert missions, etc.
- Coaches project partners in the implementation of local subsidies; comments and confirms reports on their implementation.
- Monitors implementation of project activities, including checking progress and finance reports, conducting regular spot visits and meetings with partners; phone calls to the beneficiaries.
- Keeps a database of project activities and beneficiaries.
- Approves and controls expenses for project activities in accordance with the prevailing provisions.
- Assists national and international advisers in carrying out their work.
- Assists the project with all organisational and management issues.
- Regularly consults with the GIZ officer responsible for the contract and cooperation on all project activities.
2. Communication and networking
- Develops and maintains contact with all implementing partners.
- Keeps the database of implementing partners and stakeholders and updates them regularly.
- Provides technical assistance to national and international experts.
- Ensures knowledge management; collects, processes, and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars, etc.
- Contributes to the elaboration of information and visibility materials.
3.Other duties/additional tasks
- Performs other duties and tasks at the request of management.
Required qualifications, competencies, and experience
Qualifications
- Master’s Degree in Economics, Social Sciences, or equivalent qualification preferably with a focus on the labour market and employment promotion
Professional experience
- At least 2 years of professional experience in employment promotion and/or vocational training and/or international organizations.
Other knowledge, additional competences
- Readiness to frequent business trips (depends on security situation).
- Ability and experience to work in a political environment.
- English, Ukrainian are required. Knowledge of German would be an advantage.
- Experienced working in an international team.
- Good self-organization skills.
- Customer and service-oriented attitude.
- Result-based behavior and advanced project management skills.
- Ability to work under pressure.
- Good working knowledge of ICT technologies and computer applications (e.g. MS Office).
- Willingness to upskill as required by the tasks to be performed.

Employment conditions
Full-time position with 40-hours working week. The place of assignment is Kyiv. The contract duration is until 30.06.2026. Starting as soon as possible.
