Request for Proposals for the development and implementation of a Digitalization Strategy

The Transparency, Integrity, and Accountability Programme (TIP) in South Africa supports both state and non-state actors in their efforts to collaborate on the implementation of the National Anti-Corruption Strategy (NACS). By fostering active citizen engagement and building the capacities of key anti-corruption institutions, TIP aims to promote transparency and accountability. A key aspect of this work involves establishing multi-stakeholder partnerships to strengthen collective action against corruption.

In partnership with the Special Investigating Unit (SIU), TIP seeks to enhance the operational efficiency of SIU's Portfolio Office by implementing a comprehensive digitalization strategy. This initiative focuses on digitizing physical documents to make them machine-readable and OCR-ready, while also ensuring the long-term success of the digital transformation through robust change management strategies. The TIP invites eligible and suitably qualified service providers to submit their proposals for the development and implementation of a Digitalization Strategy. The appointed service provider will be required to:

  1. Develop a comprehensive digitalization strategy tailored to the SIU's Portfolio Office (PPO);
  2. Conduct a pilot project within the PPO, ensuring all digitized documents are OCR-ready and machine-readable;
  3. Implement document management into SIU’s existing systems;
  4. Provide a robust change management plan to support the SIU's staff in adapting to new digital processes;
  5. Ensure compliance with data governance and security standards.

GIZ invites eligible and professional service providers with relevant experience in digital transformation, document management, and change management to submit their proposals. Companies must have local presence in South Africa to participate in this tender.
