Enhanced Transparency through new Public Administration Law
The Ministry of Home Affairs (MoHA) held a seminar on November 6th in Vientiane to discuss the 10th draft of the new Public Administration Law, with support from the Citizen Engagement for Good Governance, Accountability, and the Rule of Law (CEGGA II) Programme.
The event brought together representatives from government ministries, development agencies, civil society organizations, banking institutions, and academic bodies. Participants engaged to discuss the progress and structure of the draft law, exploring best practices from other nations, while highlighting the unique challenges Laos faces in administrative law reform.
H.E. Nisith Keopanya, Vice Minister of MoHA said “the new law on Public Administration will significantly enhance transparency and marks a vital step to fully follow the Rule of Law in Lao PDR” to emphasized the importance of transparency in public administration.
Dr. Birgit Grundmann, an international expert and former Vice Minister of Justice of Germany, also shared her insight, comparing the draft with Germany's Public Administration Law. She praised the quality of the Lao draft and emphasize that clear administrative regulations help foster investors’ trust by providing a stable regulatory framework.
Funded by Switzerland, Germany, and the European Union through GIZ, this event is a collaborative effort between the Lao government and the CEGGA II programme.
