PCG and GIZ hold capacity development and curriculum writing workshop for digital evidence

The Philippine Coast Guard (PCG) and GIZ conducted its 2nd Capacity Development and Curriculum Writing Workshop for Digital Evidence on October 2-3 at 1898 Hotel Colonia En Las Filipinas, Makati

During the event, Maurizio Noll, Project Manager of the GIZ “Support to the Philippine Coast Guard in Securing the Rules-based International Order in the Indo-Pacific Phase II (PCGP2)” Project, handed over a projector and a screen package and laptops to the PCG. 

Atty. Francis Euston Acer, Vice President and Data Privacy Officer of MERALCO facilitated the Capacity Building that covered the following topics:  Basic Concepts of Legal Evidence and Types of Evidence , Basic Rules in Handling Evidence and Following Rule of Law , Gathering, Processing and Preparing Different Types of Digital Evidence , and other relevant laws governing use of digital documentation and security in law enforcement .

The participants did writing activities under 3 Technical Working Groups (TWG): 1) Curriculum on Digital Evidence; 2) Procedures for transmittal, processing, storage and disposal of UAV Data; and 3) the PCG Data Privacy Manual. After review of theb relevant laws and policies and writing, the TWGs presented their draft documents for comments and recommendations of the other participants.

The workshops, which are part of the Capacity-building and Digital Evidence Component of the GIZ PCGP2 Project, were facilitated by Maria Regina Corazon Sibal, Advisor for Capacity Building Measures in Digital Evidence and Processing.

Participants came from the following PCG Offices: Office of the Deputy Chief of Coast Guard Staff for Strategic Studies and Modernization (CG15),   CG Legal Service (CG LS),  CG Legislative Liaison Affairs (CG LLA), CG Weapons, Communications, Electronics, and Information Systems Command (CG WCEISC) Coast Guard Education Training And Doctrine Command (CG ETDC),  and  Coast Guard Education Training and Doctrine Command- Leadership and Doctrines Development Center (CGETDC-LDDC).
