PR and Communication Specialist

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Promotion of Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine “ to fill the position: PR and Communication Specialist (full-time, Kyiv)

The Energy and Climate Sector of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Ukraine comprises various projects implemented on behalf of the German government to support Ukraine on its way to transforming into an energy-efficient country. Partners of the projects are Ukrainian ministries on the national level, local communities on the municipal level, and companies in private sector. There are 15 projects in the Cluster portfolio. In their operations, they are supported by a Communications’ Unit to guarantee the proper communication of projects’ goals and results. To strengthen the Communication team ahead of the growing projects portfolio GIZ is looking for a qualified professional to fill the position of PR and Communication Specialist.

We are looking for a full-time PR & Communications Specialist with a firm grasp of political realities and sensitivity to support the implementation of communication strategies with the aim to drive change through offline and online channels, to dynamically communicate to target audiences our work, key messages, and achievements. Activities of this position will focus on the project “Supporting Ukraine in the implementation of the Paris Agreement and adaptation to climate change in the Black Sea Region (PAABS)” and “Supporting Ukraine towards Ambitious and Integrated Climate Policy (IKI Interface Project Ukraine: GreenUkraine)”; which aims to ensure that Ukraine carries out the structural change associated with the coal phase-out in a socially and economically compatible and ecologically sustainable manner, with the involvement of civil society.

This position foreseen Ukraine-wide travels, in case necessary, under a business as usual scenario (i.e. when travel restrictions are lifted) and business trips to third countries (e.g. Poland, Germany).

The PR and Communication Specialist is responsible for:

  • Creating and coordinating the digital and offline PR activities of different projects in the cluster.
  • Increasing the visibility and outreach of different projects via social media.
  • Ensuring quality of outreach-strategies.
  • Identifying external communication services and agencies, prepare terms of references for contracts and accompany the implementation.
  • Delivering high quality communication products such as presentations, videos, press releases, newsletters, posts on websites, social media, fact sheets, etc.
  • Communication with the national press, national and regional partners, international donors and implementing organizations, other GIZ projects and the GIZ country office.
  • Supporting projects with strategic orientation of communication to various target groups, while presenting a consistent corporate image and communicating GIZ corporate policy and strategy to staff in the cluster.
  • Ensuring communication among the projects effectively, e.g. introducing and moderating useful communication tools. Provide them proactively with information on the basis of equal treatment of all projects in the energy and climate portfolio.

Required qualifications, competences and experience:

  • University degree or comparable training in PR / Communication or equivalent education.
  • At least 5 years of work experience in the field of communication (Press and Public Relations, social media, Journalism or similar) - ideally in a related technical field (knowledge of energy (efficiency) is an advantage).
  • High proficiency in written and spoken Ukrainian and English. German knowledge is a plus and should aspire if not yet existent.
  • Very good oral and writing skills; competent and confident style of communication and presentation with public and target-oriented groups.
  • Experience with production of media for different information channels.
  • Experience in control and briefing of service providers and agencies.
  • Knowledge of publishing and graphics applications are desired.
  • Proficient use of MS Office Package.
  • Open-minded Team player with excellent intercultural competences.
  • Critical and creative thinker.
  • Strong commitment to and belief in the power of communication to help empower communities.
  • Strong organizational and planning competences.
  • Excellent communication, writing, presentation and organisational skills.
  • Ability to work flexibly and independently, often under tight deadlines.
  • High degree of discretion, integrity and sense of tone.
  • Knowledge of the Ukrainian government's reform agenda, in particular in the field of energy (desirable).

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. Due to administrative issues the contract will be till end of September 2029, with an option to prolong it.
