Procurement and Contracting Specialist
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the Energy and Climate Cluster of GIZ Ukraine to fill the position: Procurement and Contracting Specialist (full-time, Kyiv)
The Energy and Climate Cluster of Deutsche Gesellschaft für International Zusammenarbeit (GIZ) Ukraine comprises various projects implemented on behalf of the German government to support Ukraine on its way to transforming into an energy-efficient country. Partners of the projects are Ukrainian ministries on the national level, local communities on the municipal level, and companies in the private sector. Within the Cluster portfolio, there are currently 11 projects.
Responsibilities
The Procurement and Contracting Specialist is responsible for:
- Procurement of goods, services and financial agreements.
- Preparation and implementation of tenders in accordance with the GIZ standards/ P+R guidelines.
- Market analysis, evaluation of results, contribution to the development and maintenance of the supplier pool.
- The conclusion of contracts with suppliers, appraisers, consulting firms, local subsidy contracts, lease agreements.
- Timely information of the programs and projects about the status of the respective procurements, especially in case of delays.
- Effective cooperation with colleagues at headquarters (contract department, procurement specialists, etc.).
- Training of project staff on request, regarding contracting and procurement rules and procedures.
Tasks
- Preparation and conduction of the contract award procedures (including tenders) and conclusion of service contracts, as well as purchasing of materials and equipment in accordance with GIZ and EU rules.
- The preparation, creation and processing of expert and consulting contracts, including framework agreements and long-term agreements.
- Supporting bundling of contracts and procurements, to reduce the number of processes.
- Electronic recording of expert and consulting contracts as well as local grants and lease agreements in Cosoft.
- Electronic recording and maintenance of procurement and competition relevant data in Prosoft.
- Documents and stores properly completed order processes in accordance with GIZ filing rules in hand files and/or electronic storage system.
- Review of invoices and receipts, payment instructions and complaints, conduct of negotiations with suppliers.
- Following-up to ensure timely accomplishment of contracts and procurement in a pure result-oriented manner.
- The monitoring of the concluded contracts and maintenance of the associated databases.
- Informing about the place and time of delivery.
- Control over the safe transfer of goods to the destination.
- performs other duties and tasks at the request of management.
Required qualifications, competences and experience:
Education/Trainings
- BA or MA degree in a related area, e.g. business management with a focus on finance, controlling, purchasing or contract management or similar area, recognized certificate.
Professional experience
- At least 3 years of professional experience in a comparable position.
- Excellent knowledge in area of procurement (public procurement/commercial procurement/ procurement in international organization).
Other knowledge, additional competences
- Excellent MS Office knowledge.
- Good working skills in dealing with modern communication devices /telephone, fax, e-mail, internet and the corresponding software).
- Sensitivity in handling and disposing of documents which may be sensible.
- Intermediate command of English.
- Ukrainian native level required.
- Knowledge of the German language is an additional asset.
- Good self-organization skills.
- Willingness to upskill as required by the tasks to be performed.

Employment conditions
Full-time position with 40-hours working week. The place of assignment is Kyiv, with the flexibility of home office due to the current situation in Ukraine. The contract duration is until 30.11.2026. Starting as soon as possible.
