Liaison Partnership Advisor
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Ukraine is seeking a qualified professional for the project “Capacity Development for Climate Policy in the Countries of Southeastern and Eastern Europe, Southern Caucasus and Central Asia / Capacities 4 Climate Action” to fill the position of: Liaison Partnership Advisor (full-time, Kyiv)
The regional project Capacity Development for Climate Policy in South-Eastern and Eastern Europe, the Southern Caucasus, and Central Asia, Phase III (CDCPIII) supports the establishment of the Ukrainian Climate Office (UCO), with co-financing from the EU and the International Climate Initiative. The UCO – still project financed via Capacities for Climate Action - has two key objectives: (1) to develop and implement policies that transition Ukraine toward climate neutrality and resource efficiency, and (2) to strengthen capacities for effective climate policy implementation.
As part of its first objective, the UCO focuses on aligning Ukrainian legislation with the EU climate acquis, building climate governance structures, and supporting international participation in forums like the UNFCCC. The UCO also acts as a hub for climate initiatives, providing training and support for climate negotiations, and strengthening the legal and institutional frameworks for its operations.
Area of Responsibilities:
The Liaison Partnership Advisor will serve as the key point of contact and communication between the project, GIZ, the government of Ukraine, especially the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR), and other national and international climate stakeholders. The Advisor’s primary role is to facilitate collaboration, ensure the smooth exchange of information, and coordinate activities involving both the project and climate related governmental institutions, especially MEPR.
Key responsibilities:
- Communication: Maintain regular and effective communication channels with MEPR and other ministries, conveying the project’s needs, priorities, and objectives clearly.
- Information Exchange: Share relevant reports, data, updates, and insights between the project and national stakeholders to ensure all parties remain well-informed of ongoing developments and initiatives.
- Coordination: Organize and facilitate meetings, discussions, and workshops between project representatives, Ukrainian officials, and other stakeholders to align activities and discuss climate-related projects.
- Advocacy: Represent and advocate for the project’s interests and priorities in discussions with MEPR and related stakeholders.
- Support for Project Implementation: Assist the project team in implementing project-related tasks and contribute to achieving the project’s overall goals.
- Problem-Solving: Identify and address challenges or conflicts that may arise between the project and partners, working collaboratively towards effective resolutions.
- Conceptualizing Climate Initiatives: Generate and conceptualize ideas related to climate change action, ensuring alignment with project objectives.
- Capacity Development: Support the capacity-building of governmental staff and other relevant government agencies, helping them better understand and address climate change issues effectively.
- Stakeholder Engagement: Engage with environmental organisations, industry representatives, and local communities to foster input, consensus, and collaboration on climate initiatives.
- Research and Innovation: Stay abreast of the latest climate research and innovations, providing recommendations for integrating new solutions into policies and action plans.
This position plays a vital role in ensuring the success of the project by promoting cohesive cooperation between various entities, driving climate action in Ukraine, and ensuring effective communication between stakeholders.
Required qualifications, competences and experience
- University degree (post-graduate) in an area that is related to the project’s objectives – e.g., Economics, Climate Change, Environmental Management, Business Administration and/or Sustainable Development.
- At least 10 years of relevant work experience in climate policy, project implementation, management, and/or advisory or consulting services.
- Strong understanding of climate policy and frameworks and its application in Ukraine, with practical experience in supporting or implementing related initiatives.
- Knowledge and experience with the EU Association Process, particularly in the context of climate and environmental policies.
- Familiarity with the public and private sectors in Ukraine, especially in areas related to climate change, sustainable development, and/or the Just Transition.
- Proven ability to work effectively in partnership with a diverse range of stakeholders across different sectors, including government, businesses, and non-profit organizations.
- Experience in conceptualizing and managing consulting assignments that focus on partner-oriented and results-driven outcomes.
- Demonstrated experience in organizing and conducting stakeholder engagement sessions of various formats.
- High degree of flexibility and adaptability, with the ability to proactively take on new and diverse tasks while maintaining strong interpersonal and communication skills.
- Proficiency with ITC technologies and MS Office applications (Outlook, Word, Excel, PowerPoint, MS Teams), along with experience using online collaboration tools.

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. The assignment starts as soon as possible. The contract duration is till 31.10.2025.
