Appointment of a Legal Consultant to support the review and revision of the Land Survey Act 1980 and related legislation.

Brief background: The Government of Lesotho, with support from the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), has embarked on a national programme for Integrated Catchment Management (ICM), known as ReNOKA (‘we are a river’). The programme’s aim is to support the rehabilitation of degraded watersheds across the country and implementation of prevention measures that will halt further degradation of Lesotho’s catchment areas. The sustainable management of Lesotho’s catchments are critically important for water, land, energy and food security not only in Lesotho, but in the entire Orange-Senqu Basin. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been commissioned by the EU and BMZ to implement a technical cooperation project to support Integrated Catchment Management in Lesotho.

Call for proposals: The GIZ “Support to Integrated Catchment Management (ICM) in Lesotho” seeks to appoint a legal consultant to support the Ministry of Local Government, Chieftainship, Home Affairs and Police in reviewing and proposing the revision of the Land Survey Act 1980, particularly with the objective of establishing geospatial data-sharing policies, standards, and harmonising geospatial data compatibility and sharing. The resulting Bill will enable the legal establishment a national data and monitoring system for integrated catchment management, hosted by the Government of Lesotho, to provide relevant information for ICM stakeholders and support evidence-based policymaking.

The bidder will work closely with other technical consultants to support the Ministry of Local Government, Chieftainship and Home Affairs in drafting clear instructions for the revised Act, ready for submission to Parliament by the Ministry. He/she will also develop a proposal for the implementation plan of the Bill.
