Context

The Extractive Industries Transparency Initiative (EITI) is a global effort implemented by non-governmental organisations, companies, financial institutions and governments. It promotes transparency and accountability with regard to revenue received from the extractive sector as well as the responsible use of natural resources.

EITI makes information about payments made by extractive companies publicly available. In addition to that, contextual information – for example, on the legislative framework in the extractive sector – must be published. Each country has a multi-stakeholder group to implement the EITI composed of representatives of government, the private sector and civil society.

Germany has been supporting the initiative politically and financially since it was founded in 2003 in more than 40 developing countries and emerging economies. It has been successfully implementing the initiative in Germany, where it is known as D-EITI, since 2016.

Objective

EITI is being successfully implemented in Germany. This strengthens EITI as a global standard and drives the initiative’s further development.

Approach

The project provides the Secretariat for the initiative in Germany. The D-EITI Secretariat supports the German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the German multi-stakeholder group in fulfilling the requirements of the global EITI standard in Germany.

Part of its remit is to support the multi-stakeholder group in preparing and publishing an annual report for D-EITI that is easy to understand and promotes dialogue on the domestic extractive sector. It also helps to gather and pass on knowledge and experience on the governance process within a federally structured country such as Germany. The project is also seeking to contribute to developing the EITI standard so that it becomes a global transparency standard.

Internationally, the D-EITI Secretariat supports efforts to share experience with other candidate and member countries of EITI and promotes dialogue with important partner countries.
