Optimising emergency procurement for future health pandemics, assessing the cost of investing (or not) in pandemic preparedness and considering options for pooled procurement of vaccines in South Africa
Project Name: Vaccines for Africa – Rollout and Production in South Africa (SAVax)
SAVax - "Vaccines for Africa - Rollout and Production in South Africa (SAVax)" is a partnership programme agreed to between the Governments of Germany and South Africa. It is a technical cooperation programme co-steered at national level in a partnership between the Department of Health (DoH) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). GIZ is responsible for the implementation of the development contributions on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
The aim of the project is to provide improved access to high quality vaccines for all people living in South Africa. The project has two components: support to vaccine roll-out and local production of vaccines for Africa in South Africa. SAVax will provide technical support focused, strengthening organisational capacity and response as well as research, assess and present policy options related to emergency procurement, pooled procurement and the cost of not investing in pandemic preparedness.
Lessons learnt from the COVID-19 pandemic indicate a need to strengthen health systems looking ahead to future health emergencies. This assignment aims to optimise emergency procurement, within the current regulatory framework, make recommendations for possible amendments and to test the streamlined system and process in a provincial health system (Gauteng Province) with the production of a guideline that can be used by all Provinces. Secondly, to build a cost benefit analysis of the cost of not investing in pandemic preparedness and to research existing pooled procurement mechanisms and what would be required for South Africa to form part of such a mechanism. The three work packages will engage in policy analysis, production of research papers, recommendations, prioritisation frameworks and policy briefing papers.
