Technical Advisor - The Low Carbon and Climate Resilient Water and Wastewater Management Project (LCCR)

BACKGROUND

The Low Carbon and Climate Resilient Water and Wastewater Management Project (LCCR) is funded by the German Federal Government under the International Climate Initiative (IKI) and the Swiss State Secretariat for Economic Affairs (SECO) and is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The project supports secondary municipalities in South Africa managing water for the future by improving the climate resilience of the water management, reducing the greenhouse gas emissions in water and wastewater services, and improving services to vulnerable communities.

Interventions include reducing non-revenue water, improving energy efficiency of wastewater treatment, reducing flood risks, introducing elements of water sensitive urban design, and addressing the needs of vulnerable communities. In doing so, the project will also support municipalities in linking with existing funding opportunities for climate resilient infrastructure and project preparation facilities.

At the local level, the project will cooperate with the George Local Municipality and City of uMhlathuze.

At the national level, the project cooperates with the Department of Water and Sanitation as well as other key stakeholders to ensure that lessons learnt at the local level can be replicated and inform policy.

The LCCR is looking for a suitable candidate to support the City of uMhlathuze in the implementation of the project.

The Technical Advisor will be based at City of uMhlathuze and support the implementation of LCCR through advising the relevant municipal departments involved in the project. The assignment includes, for example:

  • Building effective working relationships between LCCR and the municipality.
  • Provide technical advice on work packages depending on the advisor’s expertise and experience (e.g. on non-revenue water, energy efficiency, financial management, urban planning or sustainable finance and project preparation)
  • Identify and help implement cutting edge solutions in climate resilient water management.
  • Supporting the municipality in identifying capacity development needs.
  • Translating identified needs into Terms of References (ToRs) for national/international technical consultants in collaboration with the municipality.
  • Support LCCR in the procurement of consulting services, supervise and coordinate the delivery of consultancy services on a day-to-day basis (incl. quality control of deliverables, technical backstopping).
  • Ensure the effective implementation of technical assistance and training activities and report periodically on the progress.
  • Support the municipality in applying for additional support, e.g. from project preparation facilities like the City Climate Finance Gap Fund and in the implementation of the same.
  • Identify opportunities for the implementation of the DWS’ Climate Change Response Strategy.
  • Identify and build relationship with other local actors relevant for the success of LCCR.
  • Document lessons learned and prepare publishable products for dissemination to partner organisations for replication and upscaling.
  • Closely cooperate with the LCCR advisor in George Municipality.
  • Actively support knowledge exchange between the LCCR partner municipalities and with other GIZ projects in South Africa.
  • Be an active member of GIZ’s Climate Cluster South Africa and GIZ’s global water community.
