Request for Services of a n Owner’s Engineer for support to LECGO with the 50 MW Solar Power plant at Ha- Ramarothole, Mafeteng Lesotho

On behalf of the European Union Delegation of Lesotho and the Federal Ministry of Economic Cooperation and Development (BMZ), GIZ implements GET.transform programme activities in developing and emerging economies to support them in advancing their power sector transformation. GET.transform Lesotho has partnered with the Energy sector in Lesotho in addressing related power sector transformation challenges. This is achieved in partnership with the Ministry of Energy, the Department of Energy and other key actors of Lesotho’s energy sector, including Lesotho Generation Company (LEGCO). LEGCO is mandated to construct an 80MW solar generation project at Ha-Ramarothole in Mafeteng district of Lesotho financed by the EXIM Bank of China through the Government of Lesotho (GoL), and 30 MW has reached completion in construction.

LEGCO has requested GET.transform’s technical assistance for a consultant to act as an Owner’s Engineer in the construction of the second phase of the project, which is the 50 MW Solar plant, at Ha Ramarothole, Mafeteng. The goal of the Consultant will be to provide high quality services (through a team of experts) to Client (LEGCO) by working as an integral part of LEGCO. The Consultant will be selected in accordance with the rules and guidelines for service contracts of GIZ.

Tasks to be performed by the Consultant

The set contract is for an engineering consulting firm. The consultant in the firm will be responsible for providing the following services:

They will support LEGCO in carrying out phase II of the project with an emphasis on the different project components listed. The consultant will act as a construction manager (Owner’s Engineer) who will oversee and supervise the construction of the solar plant and monitor the construction work with the specific tasks outlined in the ToRs.
