Capacity Building on Rule of Law in Public Administration in Lao PDR
CEGGA II seeks to contribute to increased citizens' engagement in national development, through the promotion of good governance, human rights, and the rule of law in Lao PDR, as laid out in the Government's policies and strategies.
In pursuit of this overarching objective, CEGGA II works together with a number of state institutions to emphasize key rule of law principles such as accessibility, transparency, and accountability within public service delivery. In doing so CEGGA is collaborating with the National Academy on Politics and Public Administration (NAPPA). Embarking on piloting evidence-based research studies of public service delivery in Laos. This initiative seeks to pinpoint bottlenecks in service delivery that may impede implementation of citizens’ rights guaranteed by government policies and laws. Furthermore, it aims to devise strategies for enhancing performance and institutionalizing standards of the rule of law.
Marking a significant milestone in this endeavor, CEGGA II is hosting a two-day workshop on Rule of Law in Public Administration from March 27 to 28, 2024. The workshop serves as a platform to share and exchange on the methodology to be applied bringing together 15 representatives from the National Academy of Politics and Public Administration (NAPPA), as well as the Ministries of Justice and Home Affairs. Participants actively engage in discussions and exchange on both theoretical focus on how rule of law can be further strengthened within the public administration.
The CEGGA Programme is a joint initiative of Lao PDR and its “Team Europe” partners, Switzerland, Germany and the EU. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has been tasked to implement this first flagship programme of Team Europe in Laos, together with Lao partners to enhance citizen-state interaction for inclusive development, thereby contributing to the promotion of good governance, human rights, and the rule of law.
