Context

Pakistan grapples with severe challenges from climate change, lacking adequate adaptation measures to mitigate its impacts. Extreme weather events such as droughts, floods, and storms cause significant economic losses. They also harm food security, especially for vulnerable groups like women and the poor. Existing social protection systems are inadequate, leading to migration and increased susceptibility to disease. Political instability further hampers effective climate action, exacerbated by a lack of consideration for climate risks and gender issues in planning processes. Urgent action is required to prevent worsening poverty and fragility in Pakistan. Consequently, the country has published the National Adaption Plan (NAP) to adapt to the impacts of climate change and enhance climate resilience.

Objective

The process of implementing the National Adaptation Plan is enhanced at national level and selected provinces in Pakistan.

Approach

The project supports the Pakistani government in integrating concrete climate adaptation measures in their planning processes. Thereby, facilitating the implementation of climate-resilience standards by both public and private actors.

The project achieves its objectives through the following measures:

  • Enhancing institutional abilities to assess and report on climate resilience, environment and gender by supporting the setup and management of a digital project appraisal system.
  • Improving capabilities and developing industry-specific guidelines to prepare climate resilient and gender responsive project plans.
  • Ensuring the climate resilience of projects undertaken by both public and private actors
  • Promoting NAP’s implementation through political dialogues under the Pakistan-German Climate and Energy Partnership
