The workshop on Achievements of Legislation Making at Central Level
On January 24, 2024, a workshop on Achievements of Legislation-Drafting took place in Vientiane, providing a platform to exchange and review progress and lessons learned on the implementation of the legislation-making process over the past few years.
The workshop brought together the representatives of line ministries and government agencies at central level to discuss, revisit, and assess the implementation and impact of laws and sub-laws, including their manuals and the way forward, especially in light of the recently amended Law on Legislation-making. The workshop aimed at exchanging practical experiences with methodologies and international good practices for legislation-drafting and -implementation.
The workshop was organized by the Prime Minister Office and chaired by H.E. Ms. Thipphakone Chanthavongsa, Vice Minister and Deputy Head of the Prime Minister's Office; H.E Dr. Phouthone Vorapheth, Vice President of the Law Committee of the National Assembly; and H.E Mr. Kongchi Yangchue, Vice Minister of the Ministry of Justice. The workshop was supported by the Programme for Citizen Engagement in Good Governance, Accountability, and Rule of Law (CEGGA) that facilitated inputs by senior technical experts.
The workshop proceeded in a lively atmosphere. Participants actively shared ideas on key achievements and challenges in the legislation-making process. Furthermore, the workshop addressed challenges and opportunities, emphasizing follow-up actions and practical steps to improve the quality and feasibility of legislation drafted and adopted. Special attention was given to monitoring implementation, ensuring an overall enhancement in the effectiveness of legislation.
The CEGGA Programme is a joint initiative of the Government of Lao PDR and its “Team Europe” partners, Switzerland, Germany and EU. Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH has been tasked to implement the programme on behalf of Team Europe with MoHA and the concerned Lao implementing partners to achieve the overall objective to increase citizens’ engagement in the national development process of Lao PDR through the promotion of good governance, human rights, and the rule of law.
