Context
The German Government has established the International Climate Initiative (IKI) to finance projects that tackle climate change around the world. The Federal Foreign Office, the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) and the Federal Ministry of Economics and Climate Action (BMWK) share tasks and responsibility in relation to the Initiative.
Objective
The federal ministries responsible for IKI are supported in auditing financial reports and final reports after project completion
Approach
The project supports more than 400 completed IKI projects. The team consists of both technical and legal/commercial experts. They assess whether objectives have been achieved, what impact the project has had, how the project was approached from a value-for-money perspective and whether the IKI funds were used properly. After the audit, the ministries forward their findings and final decisions to the funding recipients and raise objections if necessary.
The project acts as an interface between the three federal ministries and those responsible for receiving or using the IKI funds. It advises both sides on questions that arise during the auditing of a completed project. In addition, the project ensures that all necessary documents and information are available. Lessons learned from the review process are recorded in the knowledge management system to support potential funding of other projects in future.
