Context
The city of Dakar in Senegal is heavily dependent on fossil fuels. To become carbon-neutral by 2050 and ensure energy security, the city has developed a Climate Action Plan (CAP) that defines the priorities for a low-carbon energy transition.
In line with this plan, Dakar would like to install photovoltaic systems on roofs and open spaces as well as implement energy efficiency measures. To date, the city has only limited experience in these areas.
Objective
The city’s dependence on fossil fuels is reduced and energy security for public institutions has improved. This facilitates the transition to an environmentally friendly economy.
Approach
The global programme C40 Cities Finance Facility (CFF) supports the city administration of Dakar in implementing the energy transition. Here, the CFF helps prepare projects involving the installation of photovoltaic systems and energy efficiency measures at 23 municipal buildings, including city hall and the city’s Olympic swimming pool.
The project supports the city administration in technical planning, implementing technical feasibility studies, developing financing options for the investment and operating costs, and establishing contact with investors.
It also advises on cross-departmental cooperation within the city administration, particularly with regard to the project steering structure and the organisation of interest groups for project preparations. Measures also enable the enhancement of expertise and knowledge in the city administration in order to expand the project to further municipal buildings.
The implementing project partner is the Technical Department of the City of Dakar (DST). The German Federal Ministry for Economic Cooperation and Development (BMZ), the British Government’s Foreign, Commonwealth and Development Office (FCDO), the French development agency Agence Française de Développement (AFD) and the United States Agency for International Development (USAID) contribute to financing the CFF project. The project is jointly implemented by GIZ and the C40 Cities Climate Leadership Group.
