Assessment of PYEI workstreams on demand-led skills and agile workforce solutions

Project Name: Support to the Presidential Youth Employment Intervention (S2PYEI).

​On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements the project Support to the Presidential Youth Employment Intervention (S2PYEI). The purpose of the S2PYEI is to assist the Presidency and relevant Government departments in achieving the interventions’ goals. This includes aspects of technical, administrative and implementation support.

To advance objectives of the PYEI and the Skills Strategy supporting the Economic Reconstruction and Recovery Plan, the Department of Higher Education and Training and the Presidency have established workstreams to rapidly identify skills needs and accelerate demand-led skilling efforts in key sectors.

Against this background, the S2PYEI seeks the services of a research service provider to conceptualise and implement an assessment of the workstream model. This is to inform further development of the mechanisms. The task requires:

  • Development of an efficient and effective assessment design and relevant tools;
  • Delivery of agreed assessment activities, including consolidation of relevant secondary data (desk review) and generation of primary data as per agreed design;
  • Presentation and dissemination of assessment findings and recommendations to participating stakeholders.

GIZ invites interested research service providers with a proven track record of working with public sector or development partner clients and a local presence in South Africa to participate in this tender.
