Technical Advisor - Construction Design and Quality Control

Duration: Until 31 December 2023 (With the possibility of an extension until March 2025)
BACKGROUND
The BMZ - financed programme “Transboundary Water Management in SADC (TWM)” supports the implementation of regional strategies for Integrated Water Resource Management. As part of TWM the “Support to Integrated Catchment Management” project (ICM Action) is supporting the national programme ReNOKA for Integrated Catchment Management (ICM) in Lesotho, which is co-financed by the EU. ReNOKA is a multi-stakeholder initiative that includes ministries, civil society and the private sector. The national programme aims to develop capacities of Basotho stakeholders in implementing climate resilient rehabilitation and prevention measures at catchment level.
Different approaches to integrated catchment planning and implementation have been followed in Lesotho in the past. To facilitate socio-economic development and adaptation to climate change in Lesotho, ICM needs to be institutionalised and under full implementation, based on gender equality and climate adaptation principles. ReNOKA focuses on a people-centred and risk-informed approach to catchment management that advances resilience by systematically considering climate risks in the catchment management and development process as well as by fostering nature-based solutions for adaptation to climate change.
The Action is establishing a sustainable process for financing and implementation of ICM plans through Community Councils, with technical assistance from Catchment Planning Units (CPUs). In parallel, “fast track” measures are implemented by contractors and communities in hot spots of degradation.
The ICM Action is looking for a Construction Design and Quality Control Advisor to steer and monitor the implementation of effective and sustainable catchment rehabilitation measures.
ABOUT THE POSITION
The Design and Quality Control Advisor will be based in Maseru with frequent trips to the construction sites and report to the Component Manager. The Advisor will provide technical guidance and advice on the Rapid Rehabilitation Measures, Implementation of ICM Action Plans, Regional Hub office rehabilitation and Renewable Energy installations, and other construction measures that might arise under ReNOKA programme. Further the Advisor will support the Engineering Team with the management of all construction related activities with strong emphasis on design, planning, tendering, supervision and reporting of the measures. The position requires a thorough understanding of, and professional experience in implementation of labour-intensive construction activities through its entire processes. The activities to be implemented consist typically of Terracing (rehabilitation), Gabion structures, Check dams, small gabion or earth dams, Gravel Road rehabilitation, Storm water trenches, Stone bunds, Fences, Gully head stabilisation amongst others. Measures are carefully selected to address root causes of degradation in a holistic “peak-to-valley” approach.
RESPONSIBILITIES AND TASKS
The Design and Quality Control Advisor is required to undertake the following tasks:
Planning, design, and tendering
- Manage in close collaboration with the Engineering Team and Government partners the planning of the implementation of construction activities foreseen by the programme, including timeframe and supervision plan.
- Develop concepts, detailed designs and specifications for the measures that are implemented under ReNOKA programme. Where possible, draw from and re-use guidelines and designs that have been tried and tested in a pilot implementation phase and advance the application of ecosystem-based solutions.
- Prepare all required documents for the tender processes, this includes: technical drawings, technical specifications, scope of works, terms of reference, advertisements, etc.
- Plan and implement contractor site visits, negotiation meetings and/or any other activities required by the tender process.
- In close coordination with the Engineering Team and the GIZ Contracts Department, lead the process of identification and selection of appropriate contractors to implement the works.
