Ausgangssituation
Die Privatwirtschaft ist für die wirtschaftliche und soziale Entwicklung eines Landes entscheidend. Es gibt jedoch Hürden, die erschweren, dass Unternehmen gegründet werden und wachsen. Zudem fehlen oft Anreize, um auf sozial gerechte und ökologische Geschäftsmodelle umzusteigen. Gerade Frauen stoßen als Unternehmerinnen, Angestellte und Führungskräfte auf Widerstände.

Ziel
Das Geschäfts- und Investitionsklima in afrikanischen, karibischen und pazifischen (AKP) Staaten ist verbessert - besonders mit Blick auf die wirtschaftliche Teilhabe von Frauen.

Vorgehensweise
Das Projekt setzt den deutschen Beitrag zur „Investment Climate Reform (ICR) Facility" um. Das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) finanziert die ICR Facility - gemeinsam mit der Europäischen Union (EU), der OACPS und dem British Council. Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, der British Council, Expertise France und die niederländische Entwicklungsorganisation SNV setzen sie um. Die ICR Facility unterstützt Politikreformen, öffentlich-private Dialoge und die Entwicklung von Finanzsystemen. Damit möchte sie das Geschäfts- und Investitionsklima sowie die wirtschaftliche Teilhabe von Frauen in afrikanischen, karibischen und pazifischen (AKP) Ländern verbessern. Sie stellt technische Expertise bereit für öffentliche und private Organisationen aus AKP-Ländern - wie Regierungsstellen, öffentliche Agenturen, Entwicklungsbanken und Verbände. Auf Anfrage stellt die ICR Facility bis zu 90 Tage Beratung bereit. Seit Mai 2022 fokussiert sie sich auf die Arbeit zu Initiativen und Reformen, die Frauen wirtschaftlich voranbringen.
 

Context
The private sector is crucial for a country’s economic and social development. However, there are hurdles that make it difficult to establish and grow businesses. In addition, there is often a lack of incentives to switch to socially just and environmentally sound business models. Women in particular encounter resistance as entrepreneurs, employees and leaders.

Objective
The business and investment climate in African, Caribbean and Pacific (ACP) countries have improved, especially with regard to women's economic participation.

Approach
The project implements the German contribution to the Investment Climate Reform (ICR) Facility. The German Federal Ministry for Economic Cooperation and Development (BMZ) finances the ICR Facility together with the European Union (EU), the OACPS and the British Council. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the British Council, Expertise France and the Dutch development organisation SNV implement it.
The ICR Facility supports policy reforms, public-private dialogues and the development of financial systems. In doing so, it aims to improve the business and investment climate and women’s economic empowerment in African, Caribbean and Pacific (ACP) countries. It provides technical expertise to public and private organisations from ACP countries such as government bodies, public agencies, development banks and associations. On request, the ICR Facility provides up to 90 days of consultancy. Since May 2022, it has focused on working on initiatives and reforms that advance women’s economic situation.
